The green growth at the bottom is probably algae; which is usually caused by too much fertilizer in combination with too much light. You will have to wash everything including the rocks, stalks and container. Remover the lucky bamboo and gently wipe the stalks with a soft wet cloth, then wash the rocks and the container using a very small amount of liquid soap, rinse the container and rock until all the algae and soap are gone. Dry the container and rocks placing the rocks and the lucky bamboo back in the container. Fill the container with distilled water.

If this happens again switch to an opaque container and reduce the fertilizer and light.
